Abstract

Abstract：Yangquan governance practice acts the premise that it is centre of construction of party's organizational system.The Party's organizational capability plays a leading and guiding role in the aspects as follows：local Party and government systems，self-governing organizations at urban and rural areas and local economic at all levels as well as the social and cultural fields.And thus the Party's organizational capability forms political and organizational advantages which transforms themselves into high-quality and high-level governance capabilities.There are two expectations to take the Yangquan case as a model of the Party's organizational capability construction.One is the developing appeal to governance theory that is to provide a case for China's political party-centeredness governance model which can explain and confirm China's governance practice，which provides an empirical sample for the development of Chinese governance theory.Therefore，it constructs a conceptual category and theoretical system.The other is the demand for policy of governance practice.Yangquan practice affords a successful case.It means that provides a local，reproducible governance model which is based on the construction of primary-level party organization for China's system and capacity for governance in the way to carry out the Party's organizational capability in the innovative practice of local and primary-level governance.Yangquan practice reveals the policy practice in the meaning of modern China local and primary-level governance.Yangquan governance practice indicates that setting the Party's organizational capability as the central is the key to realize the modernization of the local and primary-level governance system and governance ability.The two critical points lies in the facts.For one thing，it is vital how to integrate the party's organizational capability into the all-round and whole-process in the relations among the party，the state （government） and society.For another thing，it is critical how to continuously strengthen and improve the relation between the Party and the government，the relation between Party and the society，the relation between the government and the market，as well as relation between the government and the society.This is the essential requirement of modern governance and governance modernization of socialism with Chinese characteristics in the new era as well.
